对流域管理委员会制度的思考

实现水资源的可持续利用，需要建立一个有效的决策中心。流域应实现流域水资源和水环境一体化管理。实行流域管理委员会制度，是为了建立流域管理决策中心，使委员会享有流域最高权力，负有全面责任。我国目前可以考虑建立非法定行政主体的流域管理协调委员会制度。待条件成熟时，再转为法定行政主体的流域管理委员会制度。

Consideration on river basin management committee system

An effective decision-making center should be set up in order to realize sustainable utilization of water resources. River basin should realize integrated management of water resources and water environment. Establishing river basin management committee is to form a decision-making center that the committee owns highest authority and takes overall responsibility. The present condition is favorable for establishing river basin management committee. It is possible to set up coordinating committee for river basin management even without authorization of legal provisions, which may be transferred into legalized administrative body when time is ripe.
