西气东输管道完整性管理实践及效能分析

摘    要:随着我国长输天然气管道建设的飞速发展,借鉴国外先进管理经验,探索建立适合国情的管道完整性管理方法已成为国内所有管道公司的工作重点。在分析比较国内外管道完整性管理差异性的基础上,介绍了西气东输管道完整性管理理念的形成过程、西气东输管道完整性管理体系的架构和以下特点:①理论联系实际;②可操作性强;③完整性管理理念融入安全生产全过程;④高水平的专家支持团队;⑤不断完善完整性管理体系;⑥具有量化透明的考核机制。重点从地质灾害、第三方损坏和管道本体完整性3个方面总结了西气东输管道完整性管理的工程实践,并结合其实践效果,从事故发生率和管理维护投入两个方面对西气东输管道完整性管理的效能进行了统计分析。结果表明:目前西气东输管道的实际失效频率和计算可能失效频率均小于欧洲EGIG的统计计算水平,管道完整性管理技术给西气东输管道的运营带来了明显的经济效益和社会效益,所取得的实践经验对同类油气管道的安全管理具有重要的工程示范意义。

Abstract:Along with the rapid development of domestic long distance gas pipeline construction, each pipeline company, learning from foreign advanced experiences, puts its emphasis on exploring pipeline integrity management (PIM) methods more adaptable to national situation. Therefore, based on a comparative analysis of differences in PIM between China and other countries, this paper briefly introduced how the concept of PIM system for the West-to-East Pipelines came into being, and what its framework and characteristics are. Also, how the PIM system worked in the West-to-East Pipelines was summarized in three aspects of geological disaster, the third party damage, and pipeline body integrity. On this basis, a statistical analysis was performed of the competency appraisal for PIM in this case in terms of accident occurrence rate and management & maintenance inputs. Results demonstrate that both the actual failure frequency and the calculated possible failure frequency are smaller than the statistical results from the 8th Report of EGIG (European Gas Pipeline Incident Data Group), proving that the PIM brings about obvious economic and social benefits for the West-to-East Pipelines. This study provides valuable reference for operators to ensure safety management of similar oil and gas pipeline projects.
