市场环境下抽水蓄能电站问题的几点思考

在电力市场环境下，抽水蓄能电站是否有能力以独立发电商的身份参与 市场竞争，从而实现真正意义上的厂网分开、竞价上网，是一个值得研究的问题。文中比较 了抽水蓄能电站与其他类型发电企业的单位造价，分析了抽水蓄能电站的运行成本、静态效 益和动态效益，认为抽水蓄能电站完全有能力作为独立发电商参与市场竞争并生存和发展， 只有这样，电网调度部门的调度行为才能真正达到公平、公正、公开。文中推导了在现行电 力库运作模式下，只考虑静态效益时，抽水蓄能电站运作方式确定的线性规划模型；此外， 还提出了在电力市场环境下抽水蓄能电站作为独立发电企业如何实现自身利益最大化，是 一个涉及包括电力市场运作模式在内的复杂问题，特别是对抽水蓄能电站所提供的“动态” 服务如何合理量化并付费，是问题的难点所在，应引起广泛关注，并做进一步的研究。

REFLECTIONS ON THE ISSUES OF PUMPED STORAGE POWER STATION IN DEREGULATED POWER MARKET

Does the pumped storage power station has the capability of operating as an independent power producer in deregulated power ma rket is a problem worth investigating while Chinese power industry is carrying o ut the reform of generation unbundling and competitive bidding. In this paper, t he cost of building is compared between pumped storage power station and other t ypes of power plant, and the operating costs, static benefits and dynamic benefi ts of pumped storage power station is analyzed. It is concluded that pumped stor age power station is capable of surviving and developing in deregulated power ma rket as an independent power producer, so that the power network dispatch will b e open, impartial and equitable. The linear planning model of pumped storage pow er station operating mode with consideration of static benefits only in power po ol is also formulated. Besides, it is put forward that how to maximize the profi t of pumped storage power station, as an independent power producer in deregulat ed power market, is a complicated issue. It concerns many aspects including the operating mode of power market, in which the key is rational quantization and pa yment of dynamic services provided by pumped storage power station. This problem should be given wide attention and further research.
