| 摘 要： | 考虑气候变化和人类活动对下垫面的影响等因素,评价分析了黄河流域水资源量及其未来变化的趋势,分析了经济社会发展和城镇化进程加快条件下的流域供用水变化情况。根据流域特点和未来经济社会发展态势,分析了黄河流域2020、2030水平年水资源利用与保护面临的形势,提出了相应的水资源保护措施:①优化配置、统一调度水资源;②强化节水,加快节水型社会建设;③控制污染物入河总量;④加快大型骨干水利工程建设;⑤建立水资源可持续利用的制度体系;⑥积极推进跨流域调水;⑦建立水资源战略储备,提高风险应对能力。
