| 摘 要： | 提出了相关军用标准中的“质量保证大纲”的含义不是一个文件。而应理解为体系（包括机构、硬件、程序及其执行要求和情况）；“大纲计划”不是指对今后工作的计划，而应反映已存在的质量保证状况的观点。建议在军用标准的制定中对用词做相应的修正。

| Abstract: | A correct understanding of two concepts for quality assurance in the military standards is presented in the paper. ＇ （including the organization, should reflect the existed Quality assurance program＂ isn＇ t a document but a system hardware, procedure and its quality assurance capability implementation） . ＂ Program instead of the future plan. plan＂ It is recommended that the wordings in related military standards should be corrected. |
