摘    要:水资源不合理利用导致了严重的生态环境问题,流域生态用水与需水研究对流域水资源配置具有重要意义,应用水量平衡原理,提出计算不同频率流域生态用水与需水方法,并以海河流域为例,计算了不同保证率时的生态用水量与需水量,主要结论为,水循环与水量平衡理论是研究流域生态需水的基本原理;生态用水等于水资源总量减去生活生产耗水量;根据不同水资源条件下年生态需水量进行生态配水。

Abstract:Unreasonable water use results in serious ecological and environmental problems. So it is very important for water resources optimal allocation to research eco-environmental water use and demand of river basin. With application of the principle of water balance, a method for calculating eco-environmental water use and demand with different probability is presented, with which Haihe River Basin is taken as an example for the study. The main conclusions are as the follows: (a) the principle of hydrological cycle and water balance is the basic principle to study the eco-environmental water use and demand of river basin; (b) the total amount of water resources minus both the domestic and the productive water consumptions is the eco-environmental water use; (c) the eco-environmental water has to be allocated in accordance with the annual eco-environmental water demand under different conditions of water resources.
