Issues on IP Phone Regulation

The emerging IP phone has not only made an impact on traditional telecom market, but also brought a series of issues in telecom policies, laws and regulations. Besides, due to the complexity of IP phone regulation, telecom regulation authorities of various countries have fallen into a dilemma: upholding normal regulation paradigm will add to its burden or even lead to its doom; but liberalization will result in unfair avoidance of international accounting settlement and the provisioning of universal services.
