| 摘 要： | 当前我国失地农民群体性事件呈现数量增多、影响加剧、自发性增强,组织性提高、利益性和政治性并存等特点。失地农民群体性事件产生的原因在于土地产权与征用制度缺陷、基层政府治理方式不合理和利益保障机制不完善。为了有效防控失地农民群体性事件,必须要完善土地产权与征用制度,提高基层政府的治理能力,完善失地农民的利益保障机制。

| Abstract: | The mass disturbance of landless peasants shows five features：number of incidents in-creased,impact intensified,spontaneity enhanced,more organized,being interest and politics o-riented.The defects of land property rights and expropriation system,unreasonable local govern-ment governance and incomplete safeguard mechanism of landless peasants′interest are the main causes that trigger those mass incidents.To improve land property rights and expropriation sys-tem and the governance capacity of local governments and to perfect the safeguard mechanism to protect the landless peasants′interest are the effective ways to prevent incidents. |
