新公共管理理论对我国出版许可制度的几点启示

我国的出版许可制度是有中国特色的出版管理体制,具有典型的计划经济管理特色.纵观我国出版业的发展,这种制度的形成有其历史的必然性.但在市场经济日益深入的今天,这种制度的种种缺陷日益显露,迫切需要加快行政管理体制改革来解决.西方新公共管理理论的引入,无疑为我国出版许可制度的改革提供了有益的启示.

Enlightenments of China's Imprimatur System from New Public Management

The imprimatur system in China,which has a typical characteristic of a planned economy,shares the publishing management system with Chinese feature.Taking a sweeping view of the development of the Chinese publishing industry,we have found a type of historical inevitability in it.With further development of the market economy,the defects of the imprimatur system have become increasingly visible,needing urgent resolution.It goes without say that the introduction of the New Public Management(NPM) Theory of the Western World will provide several useful clues for the reform of imprimatur system in China.
