Japan attaches great importance to energy security.Japan formulated its fifth basic energy plan in 2018,adopted the strategy of tapping potential at home,building a“core enterprise”,carrying out all-round“resource diplomacy”,enhancing international voice,building a national,non-governmental and third-party reserve system,promoting overall energy conservation,building a“hydrogen society”,promoting energy system reform,and promoting the efficiency and stability of fossil fuels.Measures such as defining utilization should be taken to build a multi-level,diversified and flexible energy supply and demand structure.As Chinese economic development enters a new normal,we need to adhere to green development and build a new energy system;strengthen energy conservation and promote the energy consumption revolution;vigorously develop electricity and improve the level of electrification;build a diversified strategic reserve system based on domestic tapping potential;implement“the Belt and Road”initiative,implement resource diplomacy strategy;strengthen the energy technology revolution and enhance international discourse right.
