我国产学研结合的政策研究

产学研结合经历了解决国有企业技术落后、建立企业技术创新体系到成为建设国家技术创新体系的突破口三个发展阶段，政策目标层次越来越高，政策手段日趋丰富。但在其强调服务经济建设功能的同时，却忽视了培养人才的功能。从效果上看。政策促进了科研与经济的结合，基本确立了企业技术创新的主体地位，而企业自主创新能力却仍有待加强。展望未来，政府应为集约化、综合性、紧密型的产学研结合营造良好的政策环境。

An Analysis on Policies of the Cooperation of Industries, Universities and Research Institutes

The cooperation of industries, universities and research institutes has undergone three phases： solving the tech- nology lag of nation - owned enterprises, building the technological innovation system in nation - owned enterprises, becoming the breakthrough of nation technological innovation system. The objectives of policies are higher and higher, and/he measures of policies are more and more diversiform. The cooperation emphasizes only the function of serving economy, but neglects its function of training talents. The policies promoted the combination between research and economy. Enterprises have been be- coming the main body of technological innovation, but the ability of independent innovation is far from being satisfactory. In future, government should build a good policy environment for the intensive, integrated and tight mode of the cooperation of industries, universities and research institutes.
