对美国新氢能政策的思考

摘    要:美国总统奥巴马近期宣布大幅削减氢燃料电池车的研发经费。经济问题是其政策调整的主要原因。氢能的应用对于温室气体减排有着非常重要的意义。氢燃料电池车是氢能应用的最主要领域之一,但目前这一技术尚未实现商业化。美国政府能源政策的调整将对能源技术的发展带来不确定性。但德、日、韩等国的氢能研发项目仍在不断推进,欧盟、欧洲工业委员会等组织联合制定了氢能与燃料电池的发展计划。以本田、丰田、通用等为代表的汽车公司仍表示将继续燃料电池车的研究。USFCC和NHA也表达了强烈的反对意见。我国应抓住机遇,切实发展氢能。

Abstract:US president Barack Obama recently announced that the United States would slash the funds for the research and development of hydrogen fuel-cell vehicles.Economic issues should be the main contributing factor to this policy adjustment.The utilization of hydrogen is very important to reducing the emissions of greenhouse gases and hydrogen fuel-cell vehicles are one of the main areas for hydrogen utilization.However, this technology has not yet been commercialized.The energy policy adjustment by the US government will bring uncertainties to the development of energy technologies in the US.However,hydrogen energy research and development programs are still proceeding smoothly in some other countries such as Germany ,Japan and South Korea.The European Union,the European Parliament Industry Committee and some other organizations have together worked out a hydrogen and fuel cell development plan.Major automobile makers,including Honda,Toyota and GM,have expressed their resolution to continue the research on fuel-cell vehicles.USFCC and NHA have also expressed their strong opposition to the policy adjustment by the US government.China should redouble its efforts to develop hydrogen fuel.
