农村水电增效扩容改造的惠农机制研究

农村水电是农村重要的基础设施。农村水电站增效扩容改造是以提高能效、促进节能减排,保障公共安全和强农惠农为目标的公益性工程,应当得到国家和地方财政的支持。以农村水电增效扩容改造为契机,发挥国家资金引导作用,研究建立惠农强农新机制,应作为项目实施的一项重要内容。

Study on the mechanism of benefit to farmers during the reconstruction for rural hydropower stations

Rural hydropower is an important infrastructure. Reconstruction for capacity enlargement and efficiency improvement of rural hydropower stations aims at improving energy efficiency, advancing energy-saving and emis- sion reduction, ensuring public security as well as supporting benefit to agriculture, rural areas and farmers. As a commonweal project, it deserves financial supports from the central and local governments. Taking the oppor- tunity of reconstruction of rural hydropower stations, it should be placed as one of the key contents of the project implementation to develop the guiding role of state funds, and establish the new mechanism to support and benefit to agriculture, rural areas and farmers.
