新形势下加强地质灾害防治资质管理的思考与建议

2007年发布的《地质灾害防治条例》(国务院令第394号)规定了地质灾害防治工作实行资质管理制度,明确了资质的基本条件,对加强地质灾害防治单位资质管理,规范灾害防治工作,维护市场秩序,提升资质单位素质起到了重要作用。但是随着新形势的出现和社会的发展,在资质管理过程中出现了一些新问题,本文就地质灾害防治甲级资质管理的历史、发展现状进行了阐述,提出了新形势下从管理体制和机制上进一步完善和加强资质管理的建议。

Thoughts and suggestions on strengthening the qualification management of geological disasters prevention and control under the new situation

The regulations on the prevention and control of geological disasters (Decree No. 394 of the State Council) issued in 2007, it stipulates the implementation of the qualification management system for the prevention and control of geological disasters, and the basic conditions for qualifications have been clarified. Strengthening the qualification management of geological disasters prevention and control units, standardizing the disaster prevention and control, maintaining the market order, improving the quality of qualified units has played an important role. But with the emergence of the new situation and social development, some new problems have arisen in the process of qualification management. This paper expounds the history and current situation of the first-class qualification management for geological hazard prevention and control, and puts forward some suggestions for further strengthening the qualification management of qualifications in terms of management system and mechanism under the new situation.
