摘    要:本文介绍了2003年夏季淮河流域汛情的发展状况,以及防汛指挥调度措施的运用。根据遥感动态的监测结果,详细分析了汛情的发展和调度措施运用后汛情的变化情况并进行了对比分析。分析结果表明,在这一次洪水发生过程中,防汛指挥调度是成功的,洪水没有造成大范围的洪涝灾害,多时相、连续动态的汛情遥感监测能够准确、及时、全面地反映汛情的发展及变化情况。

Abstract:The flood development process in the Huaihe River happened in the Summer of 2003 was introduced and the flood control management practice was presented in this paper. Flood process and flood changing caused by flood control management were analyzed and compared by means of remote sensing dynamic monitoring. It indicated that the flood control was successful and no large-scale flood disaster and waterlogging disaster were caused. Mult-i time phase, sequent and dynamic remote sensing of flood monitoring can reflect the process of flood development accurately, timely and comprehensively.
