摘    要:法国电力体制改革已先走一步,其售电侧放开的实践经验及EDF的经营策略对我国售电侧市场建设具有重要启示意义。法国通过分阶段放开用户选择权、严格审核独立售电主体准入资质、明确界定售电公司业务等措施,有序放开售电侧。EDF为了争取客户资源,采用了为不同用户提供差异化服务、利用大数据挖掘用户价值、积极拓展电力上下游业务等方式。对我国售电侧放开过程有如下启示:售电公司要通过差异化营销策略争取客户资源,要通过妥善解决交叉补贴问题保障电力普遍服务的可持续发展。

Abstract:France's electricity market reform started in 2000,and the practice experience of power sales side market liberalization of France and the management strategies of electricité de France (EDF) have important enlightenment significance to the construction of China's electricity market. In France, consumers'power purchase option rights were released gradually, the entry qualifications of power sale companies were strictly checked and examined, and power sale company's businesses were clearly defined, through these measures, power sales side market liberalization was realized. In order to strive for customer resources, some strategies have been taken by EDF such as providing differentiated services for different users, mining consumers' value by using big data technology, expanding on power industrial upstream and downstream business actively. France's power sales side market liberalization experience inspires us that consumer resources should be strived by differentiated marketing strategies of power sale companies, and the sustainable development of electric power universal service should be ensured through solving cross subsidy problem properly.
