应急救援指挥系统的智能化预案模型

摘    要:为解决应急预案在实施过程中难以有效执行,可操作性差的问题,提出了智能化预案模型.智能化预案是应急指挥系统的核心部分,主要功能是预案模型建立、任务及资源配置、执行方案生成、执行方案调度等.通过模型-实例的方式提高预案响应速度,利用预案抽取模型,通过实例化形成动态的执行方案,在指挥调度中执行结构化任务数据,落实预案中的资源配置,实现应急预案的智能化.重点阐述了智能化预案模型的工作原理、主要功能以及模型在应急指挥调度中的运用.最后,介绍了应急预案系统主要的技术特点和扩展性.

Abstract:The emergency plan in the process of implementing cannot effectively carry out. To solve this problem, this paper puts forwards a model of intelligent emergency plan which is the core part of emergency command platform. The main function includes plan model established, tasks config, resources conEg, Implementation plan generated, implementation plan dispatched and so on. Through this kind of thought called Model- Instantiation, it can improve the response speed of the plan, which will form the dynamic executive plan by extracting model from text plans. In the process of emergency command, the system will execute the structured data from plan model, which realizes intelligent emergency plan. This paper mainly describes the principle and functions of this model and how to apply for the emergency command with the model plan. At last, the article recommends the main technical characteristics and expansibility of the system of emergency plan.
