| Abstract: | Upper reaches of Zhang River is the boundary river marched with Hebei,Henan and Shanxi province where the water energy resources development is sensitive. It has become an exploring direction to find out a new hydropower development mode that the peripheral areas can enjoy the mutual benefits and collective wins on the precondition of the local stability and balance. |
