摘    要:根据灌区续建配套与节水改造评估资料,构建了反映灌区节水改造效果的多层次指标体系.利用多层次多目标模糊理论和方法,建立了灌区节水改造效果多层次多目标模糊评价模型.将熵权法和专家法结合起来,获得了模型评价的综合权重,提高了评价权重的可靠性运用.运用该模型对黄河流域部分灌区的节水改造效果进行了评价和排序,结果表明,改造效果与灌区规模、条件以及投资大小有关,改造效果中等以上的灌区主要是投资较大、前期基础好、以及运行管理状况良好的大型灌区.

Abstract:A multi hierarchy indicator system reflecting the effect of water saving reform and irrigation district reconstruction is established. The multi hierarchy and multi objective fuzzy theory is applied to establish an evaluation model. The integrating entropy assessment is combined with the weights given by experts to attain the comprehensive weights for evaluation. By using this method the reliability of the weights is improved. The proposed model is applied to evaluate the effect of water saving reform in some irrigation districts in the Yellow River. The ranking of these projects is obtained.
