三峡工程施工通航方案设计

长江是我国重要的水运交通干线，三峡工程施工的通航问题必须妥善解决，针对近几年长江中上游能航一及船舶情况的变化，可采用减驳减载、增设绞滩或大马力推轮换推，提高明渠通能力，加强施工期通的科学管理；三峡水库中蓄水民航应采取客货分流、调度及翻坝转运方案要，并与二期施工期应急通盘考虑。

Construction Navigaiton Planniing

The Yangtze rivers is an important water transport line in China. The issues con-cerning navigation during the period of construction of the TGP should be carefully dealt with-According to the transport volume and shipping conditions on the Yangtze river in the recentyears, it should be considered that the number of barges and loads is reduced, more towing facil-ities are arranged or ships are pushed by tow boats with larger capacity or pushed in stages, in or-der to improve the navigable capacity; the scientific management of navigation during the con-struction period is strengthened; the passengers and goods are be diverted and transferred overthe dam when navigation interruption during the impounding of reservoir, and the emergencymeasures are incorporated into the planning.
