国外煤炭资源法制建设对我国相关立法工作的启示

煤炭资源不合理的开发和消费会引发资源浪费、环境污染等一系列的问题。如何规范相关政策法规引起了世界各国的高度重视。力图通过对国外煤炭资源法制建设中成功经验的分析,结合我国煤炭资源和环境的立法现实情况,汲取适合我国煤炭法治实践的有利经验,并提出了补充和完善我国相关法律的建议,以期健全我国煤炭资源的法制建设。

Coal resources legislation work overseas and its enlightenment to the relevant legal system construction in China

An irrationalized development and consumption of coal resource can lead to a series of problems such as waste of resources,environmental pollution and so on.It has been in the center of the world's attention to develop policies and regulations on coal as an energy resource.In this paper,the successful experience of coal resources legal system construction overseas is analyzed and some reasonable advices and recommendations studied in a hope to improve the legislation work based on a research of existing laws and regulations and the status-quo of environment protection in China.
