浙江省农村水电增效扩容惠农成效分析与改进措施研究

浙江省农村水电增效扩容改造项目实施延续并增强了农村水电惠农作用,取得了良好成效。但进一步强化增效扩容惠农作用的因素依然存在。本文结合浙江省农村水电增效扩容改造试点实际,分析了增效扩容改造惠农的主要做法和取得的成效,并对存在的问题进行了研究,提出了设立财政专项扶持资金、完善上网电价政策、简化审批程序、探索集约化管理模式等改进措施。

Analysis of Rural Hydropower Efficiency Increase Capacity Expansion Farmer Benefiting Effects in Zhejiang Province and Study on Improvement Measures

Implementation of Zhejiang rural hydropower efficiency increase capacity expansion reconstruction project can extend and intensify rural hydropower farmer benefiting effects with excellent achievements. However, the farmer benefiting effects of efficiency increase capacity expansion should be further intensified. Practice of reconstruction pilots in Zhejiang rural hydropower efficiency increase capacity expansion is combined in the paper for analyzing main methods and achievements in reconstruction farmer benefiting by efficiency increase capacity expansion. The existing problems are studied. Improvement measures of setting up financial special support fund, improving on-line eleetrovalence policy, simplifying approval procedures, and exploring intensive management mode are proposed.
