| 摘 要： | 叙述了地球环境遭受破坏和保护地球环境刻不容缓的情况,指出,针对碳减排的需求应制定采取紧急行动的气候政策,提出,能不能稳定气候,不应该仅仅关注碳减排,同时还应该积极考虑生态环境恢复的建设。
