在分析南京市都市圈发展的优势、劣势、机遇和挑战的基础上 ,提出都市圈发展的最终目的是提高整个都市圈的综合实力和竞争能力。因此 ,必须要建立都市圈一体化的经济格局 ,打破行政界限 ,在更大的范围内优化配置资源和要素。同时指出 ,根据南京都市圈建设的基础和条件 ,当前和未来几年应着重建设交通网、流通网、金融网和信息网 ,加强旅游业和工业间的合作 ,强化中心城的功能建设 ,形成优势互补、各具特色、协调发展的一体化区域经济格局。
