陕西关中优质小麦产业化发展之思考

陕西关中具有优质小麦生产的优势生态条件和人文环境，优质小麦产业化发展，应是该地区农业结构调整的方向之一；优质小麦产业链中的育种一种子一生产一购贮一加工等各大环节均已具备本系统的主要技术贮备和部分实践经验，但缺少联合开发；陕西小麦育种的技术(人才、设备、成果)优势、平台条件和项目作用，是关中优质小麦产业化发展的重要依托；建立链接、互动、多赢式联合体，应是优质小麦产业发展的组织形式之一，发展优质小麦产业基地。有利于链环衔接和联合运作；大面积连片种植，大规模组织生产，是基地建设之关键，必须发挥当地农业主管部门的中坚作用。同时适机发展民间协会组织，以强化农民自我管理功能，促使优质小麦产业持续健康发展。

Consideration on Developing the Industrialization of Good Quality Wheat in Central Shaaxi Plain

Through research on the industrial chain of good quality wheat, the article puts forward the consideration on developing the industrialization of good quality wheat in central Shannxi plain: central Shannxi plain boasts the advantageous ecological conditions and humane environment for producing good quality wheat . Developing the industrialization of good quality wheat is one of the directions for adjusting the agricultural structure in central Shaanxi; the main links in the industrial chain of good quality wheat, such as breeding-production-purchase and storage, all have the primary skill of technical storage and partial practical experience in the system, but lack in joint exploitation. The techniques (talented persons, equipment and achievements),superiority, basic conditions and project action of wheat breeding in Shaanxi province are important prop of the development of good quality wheat industrialization in Central plain; setting up chain ,mutual dynamic and multigrain association should be one of the organizing forms of industrial development in good quality wheat . Developing industrial bases for good quality wheat will be beneficial for the linking up of the chain and the joint operation. Large areas and successive planting and organized production at a large scale are the keys to the construction of the bases. We must give full play to the local departments which are mainstays in agriculture, and at the same time catch proper chances to develop folk organizations and strengthen the self -administrative ability of peasants to promote the steady and healthy development of good quality wheat industrialization.
