城市总体规划编制工作的思考

基于江苏省的经济发展水平和所处的社会发展阶段,结合笔者在江苏编制和审查城市总体规划的工作实践,从"三个基本角度、四个基本理念"解读了城市总体规划编制工作,强调城市总体规划编制需要满足城市发展的要求、有效指导下层次规划编制、符合审批机关的要求,在编制过程中,应注重交通引导发展、低碳生态发展、城乡统筹发展及定量数据的支撑。

REFLECTIONS ON MASTER PLAN COMPILATION

Based on the socio-economic development level of Jiangsu Province and the practical work of master plan compilation,this paper interprets the master plan compilation work from different perspectives and concepts,emphasizing that the master plan should meet the city development demand and instruct the relevant planning compilation,and be in accordance with the requirements of the examination and approval from authority.In the process of compiling the master plan,efforts should be made to guide the development of transportation system,the development of low-carbon ecology,the coordinated development of urban and rural areas,and also the support of related quantitative data.
