国境口岸外贸合同备案核销系统的开发及其应用

满洲里检验检疫部门建立进口法检商品外贸合同电子备案和计算机快速核销制度。大力推行报检无纸化办公和电子化通关工作,全面实现进口法检商品外贸合同电子化的业务管理。这使报检差错率、核销差错率和签证差错率等均大幅下降,并能够与中国电子检验检疫e-CIQ主干系统有效结合,极力做到外贸合同电子通关工作的规范性、高效性和科学性。最大程度地实现口岸通关的自动化、电子化和便利化,为推进满洲里口岸大通关、服务地方外贸事业发展发挥出了积极的作用。

DEVELOPMENT AND APPLICATION OF FOREIGN TRADE CONTRACT FILING AND VERIFICATION SYSTEM AT FRONTIER PORTS

Manzhouli inspection and quarantine department established electronic filing system for foreign trade contracts of import commodities and rapid electronic verification system. We vigorously promoted paperless office and electronic customs clearance, and realized the electronic business management of import legal inspection commodities foreign trade contracts. It makes the error rate of reporting and quarantine, the error rate of verification and cancellation, and the error rate of visa greatly reduced, and can effectively integrate with the e-CIQ system. We strive to achieve the standardization, efficiency and scientificity of electronic customs clearance of foreign trade contracts, and to maximize the automation, electronization and facilitation of port customs clearance. It has played an active role in promoting the customs clearance at Manzhouli port and serving the development of local foreign trade.
