从低碳社区与城市迈向永续家园之研究

为减缓全球暖化冲击及顺应气候变迁,低碳发展已成为国际共同追求目标,世界各国在建设低碳城市方面已迈出领先一步,然推动低碳仅为达成永续发展选项之一,如何由低碳社区及城市建构,延伸朝向永续家园发展,实为未来整体施政应考虑的重要课题.基于此,本研究分析国际间推动低碳与永续政策较具代表性的国家,归纳出国际间成功的条件因素,并介绍台湾当前低碳及永续的发展动向,提出建构低碳永续家园的推动策略、方法及产出的效益分析.打造低碳永续家园非一蹴可及,就生命周期与其观点而言,应从整体层面来评估碳排放,并整合资源建构低碳永续措施,将永续发展定为最终目标.

A study of moving towards a sustainable homeland through low-carbon communities and cities

To reduce the impact of global warming and respond to climate change,low carbon development has been the goal of all nations.Countries around the world have taken a step ahead in developing low-carbon cities;however,developing such cities is only one of many options to achieve sustainable development.Therefore,how to accomplish the development of sustainable homeland by establishing the low-carbon communities and cities has become an important issue in considering the overall policy.This study analyzes the implementation of low-carbon and sustainable policies of key representative nations,summarizes the critical success factors from these nations,and introduces the present trends of low-carbon and sustainable development in Taiwan.Based on the analytical results,this study also proposes the promoting strategies,methods,and benefit analysis of sustainable homeland development.It is not readily achievable to immediately develop low-carbon and sustainable homeland.In order to set sustainable development as the ultimate goal from a life cycle perspective,it is necessary to estimate the carbon emissions based on the overall aspect and further integrate the related resources to create low-carbon sustainable measures.
