| 摘 要： | 英国政府发布名为《能源未来计划:安全、合理价格及低碳之能源白皮书》(Planning our electric future:aWhite Paper for secure,affordable and low-carbon electricity)明确指出:1.订立最低碳价制(Carbon Price Floor,CPF).2.固定电价价差合约(Feed-in Tariff with Contracts for Difference,FiT CfD).3.制定排放绩效标准(Emis-sions Performance Standard,EPS).4.提出新的电力容量机制(Capacity Mechanism).另一方面《能源法2011》(En-ergy Act 2011)之立法要点,除加强能源效率之改善,并利用能源公司义务(Energy Company Obligation)等新的经济架构强化对于弱势能源消费者的照护.此外,在进一步对历年来政策目标的更动与方向的调整进行比较与研析中,发现政策目标不外乎是藉由补助提高人民投入、发展该低碳能源产业之意愿,然而,由于自由市场选择之结果,造成资金集中到收益高的项目上,而无法多元化,且再生能源发电的种种限制,如发电缺乏弹性,亦造成供电安全等新兴的问题,此皆是相关政策调整之原因.

The United Kingdom orientation of confronting climate change and new energy-its recent policy and legislation |

| Abstract: | Recently,the United Kingdom Government published a New White Paper: Planning our electric future: a White Paper for secure,affordable and low-carbon electricity,It focus on: 1.Carbon price floor,CPF;2.Feed-in tariff with contracts for difference,FiT CfD;3.New Emissions performance standard,EPS;4.Capacity mechanism.On the other hand,Energy Act 2011 enhanced the provisions of energy efficiency and the care of poor consumer,such as green deal or energy obligation.In conclusion,the recent policy and legislation of United Kingdom Government focused on low-carbon power generation,support poor households overcoming the effect of new energy policy and rebuild the electricity market. |
