转型经济情况下发电机组检修审批机制初探

针对转型经济情况下中国电力市场建设过程中的发电机组检修审批机制，探讨了逐步引入市场化机制的方案。检修市场化方案的总体思路分为3个执行阶段，即年度检修计划的制定、月度检修计划的调整以及年末发电机组检修行为的奖惩。其中，在制定年度检修计划时引入竞价机制，将检修权货币化，并在某些时段建立检修权市场，通过发电机组参与竞价来决定检修权的归属。同时，对于月度检修计划的调整以及年末发电机组检修行为的奖惩也提出了具体的方案。通过一个简单的算例说明了所提出的检修权市场的竞价机制。

Generation Unit Maintenance Market Design During Economy Transition Period in China

This paper focuses on unit maintenance market design in the transition period of power market. The maintenance market design scheme is easy to transit from the unit maintenance approval mechanism by planning mode into market mechanism. Every unit owns maintenance right and the first step of maintenance market mechanism is to transform the maintenance right for unit into fictitious money. Then the maintenance right market is established in some special period for a year. Generators bid in the right market with the fictitious money allocated. The bidding result decides the maintenance plan in a year for every unit. This paper also proposes a monthly adjustment mechanism for maintenance plan decided by market, and suggests a premium and punishment scheme for maintenance behavior of unit in the end of year. Finally, a simple example is given to demonstrate the introduced maintenance market mechanism.
