| 摘 要： | 为贯彻落实国资委提出的中央企业建设“世界一流企业”、打造“世界一流财务”的要求，创新性地提出了“一个中心、四方保障”财务能力构成体系，并针对中国石化实际提出了一流财务能力建设目标，剖析中国石化财务能力建设现状，提出了一流财务能力建设的思路。

| Abstract: | To carry out the call of National Resources Committee that Central enterprise should construct "Enterprise of world first-rate",make "Finance of world first-rate,we presented creatively a construction system of financial ability of "One core,four guarantee",against SINOPEC practice,we presented target of construction of financial ability of first rate,analyzed status of SINOPEC construction of financial ability,presented thought of construction of financial ability. |
