| 摘 要： | 以提高装备采办效率和效益为着眼点,研究了装备研制生产管制及其变革问题;分析了政府对装备研制生产管制存在的客观基础和我国装备研制生产管制的现状,以及现行管制诱发的问题;针对现行管制存在的弊端,建议政府对现行装备研制生产管制进行变革与重构,即在装备研制生产市场放松进入管制的基础上,构建装备研制生产的激励管制与竞争管制机制。

| Abstract: | In order to improve the efficiency of equipment acquisition, the paper studies the regulation and its transformation for equipment manufacture. The paper analyses the objective foundation of regulation for equipment manufacture. It also discusses the situation of regulation for equipment manufacture in our country, and analyses the problem aroused from the regulation. Aiming at the malpractice of the regulation for equipment manufacture, the paper puts forwards that government should pay more attention to the transformation of the existing regulation for equipment manufacture, namely, on one side, government should construct the incentive regulation; on the other side, while loosening the entry regulation, government should construct the regulation mechanism for competition. |
