| 摘 要： | 以《上海市城市总体规划(2016-2040年)》为例,从深入贯彻落实习近平总书记重要讲话和中央系列会议精神、探索总体规划改革、实现治理现代化等方面,总结上海2040的编制思路和做法,旨在提高规划的科学性、权威性和号召力,充分发挥城市总体规划的重要引领作用。

| Abstract: | Taking the Master Plan of Shanghai (2016-2040) for example,this paper concludes the planning thoughts and practice of Shanghai 2040 from the aspects of implementing Xi Jinping's important speeches and meetings of the central authority,exploring the reform of master planning,realizing governance modernization,etc.,so as to enhance the scientificness,authority,and appeal of planning and to fully exert the leading role of master planning. |
