水利水电工程移民安稳致富评价指标探讨

为了科学合理地评价移民安稳致富水平，遵循可持续发展、全面建设小康社会、坚持城乡统筹和创建和谐社会的原则，研究提出了移民安稳致富内涵，设计了由目标层、准则层和指标层构成的移民安稳致富评价指标体系；提出了趋势预测法等5种指标标准设定方法，科学合理地设定了各项指标标准。采用层次分析法和专家打分法，对移民安稳致富水平进行综合评价，找出库区和移民安置区以及移民群体安稳致富水平与目标水平的差距，有针对性地采取扶持措施缩小差异，使移民整体具有一定的可持续发展能力。
