论我国环保资金项目绩效评价指标体系的构建

环保专项资金项目的绩效评价工作在我国尚处于探索阶段,为科学、定量评价环保专项资金项目实施绩效,采用目标预定与实施效果比较法,在将现行环保专项资金支持项目分成六大类的基础上,构建了适用于当前我国环保专项资金项目特点的绩效评价指标体系,以期为我国环保专项资金项目绩效评价提供可借鉴的依据。

The Construction of Index System for Performance Evaluation of Chinese Projects Using the Special Fund of Environmental Protection

Performance evaluation of the environmental protection special funds for the projects in China was still at the exploratory stage. For scientifically and quantificationally evaluating the effectiveness of special funds project implementation, using the comparative law between the scheduled target and the implementation effect, on the basis of the six categories of the existing environmental protection special fund projects, the performance evaluation index system was built, which was suitable for the current characteristics of Chinese environmental protection special fund projects, in order to provide reference basis for Chinese environmental protection special fund performance evaluation.
