基于DEMATEL-ISM的社会资本参与老旧小区改造项目影响因素分析

为了促进社会资本积极参与老旧小区改造项目，加快推进城市更新，在研究各省老旧小区改造政策并结合实地调研基础上，构建影响社会资本参与老旧小区改造的影响因素体系，通过决策实验室法（DEMATEL）耦合解释结构模型（ISM）对因素体系进行分析，确定影响社会资本参与改造的根源影响因素及因素之间的层级结构和影响路径。结果显示:影响因素划分为5个层级，政府激励力度及合作模式是影响社会资本参与改造的根源影响因素；中心度排名前三的影响因素分别是法律法规健全程度、市场准入门槛及市场机制。并提出加大政府激励力度、建立多种合作模式及适当降低市场准入门槛等促进社会资本参与老旧小区改造项目的建议，为加快全面推进城镇老旧小区建设提供参考。

Analysis of Influencing Factors of Social Capital Participation in Old Residential Community Renovation Project Based on DEMATEL-ISM

In order to promote the participation of social capital in old residential community renovation and accelerate urban renewal，the influencing factors system of the participation of social capital in old residential community renovation was constructed based on the renovation policies of old residential areas in various provinces and field research. The factor system was analyzed by integrating the decision Laboratory method (DEMATEL) and the interpretive structure model (ISM) to identify the root factors influencing the participation of social capital in the renovation, as well as the hierarchical structure and influence path between the factors. The results show that the influencing factors can be divided into five levels，and the government incentive and cooperation mode are the root factors affecting the participation of social capital in the renovation. The top three influencing factors of centrality are the completeness of laws and regulations，the market access threshold，and the market mechanism. Finally，some suggestions are put forward to promote the participation of social capital in old residential community renovation, such as increasing government incentives，establishing various cooperation modes，and appropriately lowering the market access threshold，so as to provide a reference for speeding up the construction of old urban residential community.
