我国实施电力需求侧管理配套制度法规、标准及激励政策研究

我国在实施电力需求侧管理的过程中取得了较大的收获,但DSM的推行仍然存在很多的障碍,如尚无健全有效的DSM管理体系、组织体系和运作机制,无规范、健全的DSM激励机制等。该文结合我国电力需求侧管理的实施现状,针对在实施过程中遇到的障碍,对实施电力需求侧管理配套的制度法规、标准及激励政策进行了研究,并以蓄能空调为例,通过成本效益分析方法,为DSM激励机制中为用户提供补贴额度的制定提供了一种有效的方法。

Study of Rules,Standards and Incentive Mechanisms in Implement of Power Demand Side Management in China

During the course of implementing power demand side management in China, we have made considerable achievement, but there are also a lot of obstacles in this process, such as no entire and effective management system, organizing system and operating system, no normative and entire incentive mechanism of DSM. In view of the implement actuality of power DSM in our country, aiming at eliminating the obstacles during the implement process, this paper makes some research on the relevant systems, rules, standards and incentive mechanisms in implementing power DSM, and taking energy-conserving air conditioner as an example, through cost-effectiveness analysis, provides an effective method of making subsides quantum in DSM incentive mechanisms.
