| 摘 要： | 热电联产规划作为城市建设非常重要单项专业规划,已被国家发改委列为热电项目核准的必备附加文件,同时也是地方发展热电项目宏观引导和调控的指导性文件,文中依据国家颁布的系列文件和法规,总结近年来黑龙江省热电联产规划的实践,提出了热电联产规划工作中须加以重视的若干问题。

| Abstract: | The planning of heat-electricity cogeneration,which is the extremely important Itemized specialized planning of the urban construction,has been listed the necessary extra document for the sanction of heat-electricity project by NDRC.And it is instruction document which is used to guide and regulate local heat-electricity project macroscopically.Based on the series of documents and statutes promulgated by the country and practises summarized the planning of heatelectricity cogeneration in the heilongjiang province,the problems regarded in the planning of heat-electricity cogeneration is put forward. |
