高原地区水电工程合同管理的难点及措施

基于西藏DG水电站自然条件极其恶劣,社会经济基础薄弱,基础设施落后,建设过程中不可控制的风险因素较多,合同管理工作中探索了相应的管理措施。参照各相应测算指标,对合同进行风险级别划分,对于风险程度较大的合同,参与建立风险因素清单和研究规避、降低风险的措施。把握合同中的重点,对技术复杂、合同金额大、风险多的合同,制定相应的管理办法。建立一套适应高原、高寒、高风险地区水电工程建设的合同管理体系,提高工程建设投资效益。

Difficulties and Countermeasures of Contract Management for Hydropower Projects in Plateau Area

The location of DG Hydropower Station is of severe natural conditions,weak social and economic foundation,and backward infrastructure.Thus,the construction of the project is affected by various uncontrollable risk factors.A set of contract management system is established for the construction of hydropower projects in high altitude and cold plateau area with high risks to improve the investment benefits.Based on the risk measurement indexes,the risk levels of the contracts are determined.For the contracts with high risks,risk factor lists should be prepared and measures should be adopted to avoid or reduce the risks.For the contracts with complex technology,large contract amount and many risks,special management measures should be formulated.
