| 摘 要： | 水资源既是基础自然资源，又是战略性经济资源，是一个国家综合国力的有机组成部分。我国是个水资源贫乏的国家，水资源可持续发展是我国社会可持续发展的一个保障。在这一背景下，提出了实现水资源可持续发展的一些具体措施。
