试论综合质量管理

产品质量问题关系到我国现代化建设的进程和民族的兴衰.这是个亟待解决的问题.以往的研究多是以企业推行全面质量管理为基本内容的,难免受到一些局限.本文从我国国情出,以宏观质量管理为研究,探讨具有中国特色的质量管理论和方法.文章先分析了我国工业产品质量差的根本原因,在此基础上提出了我国应该实行综合质量管理的观点,并详细论证了实行综合质量管理的依据.作者根据系统理论的基本原理,提出了综合质量管理体制的结构模式和运行机制.文章最后,对我国实行这种管理体制的有利条件也作了探讨.

DISCUSSING ABOUT THE COMPREHENSIVE QUALITY MANAGEMENT

The question of products quality is concerned with the course of Chinese modernization and the prosperity of the nation. It is an, urgent question that must be solved now.The past studies were often restricted to the total quality control(T Q C) . This paper Parting from the Chinese circumstances stu-dies the macroscopic quality management, and discusses the theory and method of the quality management with Chinese characteristics. At tirat the writer ana-lysed fundamental reasons why the industrial product quality was lower in Chi-na. On the basis of that, he advanced the viewpoint: the comprehensisive quality management ( C Q M ) must be carried out in China. This paper explained in detail how to carry out C Q M. According to the systematic theory,it gives the structual pattern and the running mechanism of C Q M. In the end, it also analysed the condition in which C Q M is carried out in China.
