Strategic Environmental Assessment of Urban Master Planning

Carrying out strategic environmental assessment(SEA) of urban master planning is to integrate environmental considerations into the planning process.The discussion is mainly made on the purpose,priority, principle,procedure and recommended analysis tools of SEA in urban master planning,as well as the effects and mechanism of public participation in it.It is then demonstrated that SEA is an important tool to carry out scientific planning and decision-making of city construction.The analysis tools should be simple and operative.SEA should focus on such strategic and key issues as the environmental rationality of the city property,development targets,scale and layout of the city.Public participation is a core content of SEA in urban master planning.It is finally proposed that the outputs should reflect the benefits of all stakeholders.
