河北省水资源可持续利用现状与展望

河北省区位优势明显，但河北省也是全国水资源严重匮乏的区域之一，随着人口的增加、经济的发展、社会的进步和城市化水平的提高，缺水问题还会日益突出。水资源短缺已成为河北省全面建设小康社会最紧迫、最主要的资源约束之一，即使南水北调工程实施后，外调水量也仅能缓解目前地下水超采状况，并不能从根本上解决缺水问题。因此，在一定规模外流域调水的基础上，综合采取行政、经济、科技和工程等措施，全面推进节水型社会建设，提高水资源的利用效率和效益及水资源承载力，是实现河北省经济社会可持续发展的根本出路。

The Present and Future of Sustainable Utilization of Water Resources in Hebei Province

The location superiority of Hebei is evident but it is also a water scarce province in China.With the social and economic development and increase of the population and the urbanization,water resource shortage is becoming one of the most urgent and important restrictions in the way of Hebei province's construction of affluent society.Even after execution of the South to North Water Transfer Project,the transferred volume can just relieve excessive exploitation of underground water but solve the problem of water shortage radically.Therefore,on the basis of water transfer,we should adopt the measures from administration,economy,science and technology,and engineering method to enhance the water saving society construction,to improve the water resources' efficient utilization and water resources carrying capacity,which is the best way to realize the sustainable development.
