长北合作项目管理创新实践

长北天然气合作开发项目,是中国石油天然气股份公司与壳牌(中国)公司的国际合作项目。项目区地处陕西省榆林市和内蒙古鄂尔多斯市境内,面积1588平方公里,探明天然气地质储量961亿立方米,是长庆榆林大气田的一部分。长北项目合同为"产品分成"模式,合同期为30年,计划在20年生产期内采出天然气480亿立方米。2008年8月,长北项目天然气日产量突破1000万立方米,比原规划提前两年建成年产30亿立方米天然气生产能力。到2010年底,长北项目天然气年产量已历史性地突破35亿立方米,商品量突破33亿立方米,是长庆油田保障首都北京天然气供应的主力产气区之一,是中国陆上石油天然气上游业务已建成最大的对外国际合作项目。长北项目采用了作业者壳牌公司通行全球的项目管理运营模式,并与中国石油、长庆油田管理理念、方法相结合,本着"一个团队,一个资产、一个目标"的原则,形成了独具特色的项目管理运营模式,为项目高效开发提供了强有力的组织管理和制度保证。

Management Innovation of Changbei Project

Changbei project was a joint venture project for natural gas development between PetroChina and Shell. Project was located in Yulin city in Shaanxi province and Ordos city in Inner Mongolia, covering an area of 1588 square kilometers, having 96.1 billion cubic meters of natural gas, and is one part of Changqing Yulin gas f ield. Changbei project was "production-sharing" mode, having contract periods of 30 years, and producing 48 billion cubic meters of natural gas in 20 years production period. Daily production of Changbei project broke through 10 million cubic meters in August 1916, it got there 2 years early. Until 2010 end, yearly output of Changbei project broke through 3.5 billion cubic meters, commodity 3.3 billion cubic meters, which was one of the main producing areas of Changqing Oilf ield for Beijing, and was the largest foreign international cooperation projects. Project management and operation mode of Shell and managing idea of China oil were combined by Changbei project. It based on the principle of "a team, an asset, a target" , and formed a unique project management and operation mode, which was powerful organizational management and guarantee system for efficient development of the project.
