| 摘 要： | 基础设施的发展是一个动态变迁过程。在21世纪的经济社会背景下,网络信息平台在人类的生产、生活和交流中将起到不可或缺的基础性作用。为了充分发挥网络信息平台对于经济社会发展的促进作用,有必要将面向科研、教育、医疗和社区服务等公益领域的公共网络信息平台建设纳入基础设施范畴进行规划、建设和管理。这将有助于推动我国的信息化建设,促进信息化、工业化之间的协调。

| Abstract: | The development of national infrastructure is a dynamic process. In the 21st century, with the development of information technology, public network information platform will play a basal role in work, life and communication. We should take public network information platform as a new content of national infrastructure to promote the informationization process and the economic-social development in China. |
