On Eco-economic and Environmental Mode of Water Conservancy

The paper introduces an eco-economic and environmental water resources mode basing on sustainable development. It is an mode of "integration of nature and human" in the field of philosophy, and an mode of low entropy in thermodynamics. Environment-oriented water resources mentioned by the mode is a brand-new discipline proposed firstly by Chinese scholars, which focus on the systematic and overall study of co-relationship between water conservancy and environment.
