应对自然灾害的抢险救援装备调度研究

摘    要:自然灾害抢险救援装备调度是抢险救援资源调度的重要组成部分,及时有效的装备调度是顺利开展抢险救援工作的基础。针对抢险救援的装备调度问题,建立了以抢险救援工作结束时间最早和出救装备总调度费用最少的双目标优化调度模型,并借助贪婪算法的思想对该模型进行分层序列求解。算例分析表明:在不影响抢险救援最早结束时间的前提下,运用该模型建立的装备优化调度方案比先到先出救的装备调度方案节省了调度费用,降低了救援成本,验证了所建装备调度模型的适用性和可行性,可为抢险救援队伍进行装备调配提供参考和借鉴。

Abstract:Emergency rescue equipment scheduling for natural disasters is an important part of emergency rescue resource scheduling. Timely and effective equipment scheduling is the foundation for the smooth operation of rescue work. To research the equipment scheduling in rescue, a two-objective optimal scheduling model was established by considering both the earliest completing time of the emergency rescue and the least equipment cost and was solved by hierarchical sequence method based on the greedy algorithm. The result of example analysis showed that the equipment scheduling scheme established by this model was superior to the first-come-first-serve equipment scheduling scheme, which could save the scheduling cost and reduce the rescue cost without affecting the earliest completing time of the emergency rescue. It is verified to be applicable and feasible and can provide reference for emergency rescue teams.
