摘    要:针对传统LEC法存在主观性太强,风险容忍度考虑不充分的问题,结合水利行业特点,引入了专家可信度的概念并对L,E,C取值的主观性进行修正,同时细化C项评分标准。以磐安县市岭下水库工程为例,采用改进LEC法对导流隧洞封堵施工开展了安全风险评估并确定了风险等级,并通过鱼骨图分析法分析了风险影响因素,提出了相关风险管控措施,优化了施工布置及施工安排。相关经验可为类似水利工程施工开展安全风险评估提供经验与借鉴。

Abstract:In view of the subjectivity of the traditional LEC method and the insufficient consideration on risk tolerance, according to the characteristics of water conservancy project, we revise the subjectivity of L, E, C values by the experts' credibility, and also clarify the rating standards of item. Then taking the Shilingxia Reservoir Project as an example, the improved LEC method is used to evaluate the safety risk of the diversion tunnel plugging construction and determine the safety risk degree. The risk grade is analyzed by fishbone diagram analysis method, and the related risk control measures are put forward to optimize the construction schedule.
