| 摘 要： | 海河流域属于资源性缺水地区，水资源的开发利用已超出其承载能力，并导致河道断流、天然湿地萎缩、地下水超采等一系列生态环境问题。结合流域特殊的河系特点和洪水时空分布规律，通过对“96·8”典型洪水利用潜力分析，研究流域洪水资源利用的可能性，为流域充分利用洪水资源、缓解流域水资源短缺提供借鉴与启示。 |

| Abstract: | Haihe catchment is lack of available water resources. The water resources development and utilization is then far beyond its carrying capacity, thus induced a series of ecological and environmental problems from fiver flow cut-off, natural wetland shrinkage and over-extraction of groundwater, etc. Lessons and inspirations are provided in this paper for fully utilization of flood resources and releasing the water resources shortage situation in the catchment, via taking into account the specific fiver system characteristics and the laws of flood space-time distribution, the analysis on the typical＂96.8＂flood resources utilization potential and the possibility study on adequate utilization of the catchment flood resources. |
