基于Vague集的城市水安全应急保障度评价与探讨

本文在对城市水安全应急保障体系研究的基础上，构建基于Vague集的城市水安全应急保障度综合评价模型，并建立相应的评价指标体系；根据Vague值相似度量模型建立“突发污染事件应急处理率”指标与“城市水安全应急保障度”的定量联系，并以成都市为应用案例，设计不同的“突发污染事件应急处理率”工况计算成都市水安全应急保障度；对成都市的综合评价结果进行分析，提出本方法在实际应用中的现实意义。本文成果可为水安全的应急保障研究提供借鉴和参考。

Discussion on Vague Sets Based Evaluation for Urban-Water-Security Assurance Capacity

In this paper, the following studying works related to urban water security are done. Firstly, on the analysis of assurance system of urban water security, the vague sets based comprehensive evaluation model of urban-water-security assurance capacity is formed, and further the relevant evaluation index system constructed. Secondly, with the resembling-measured model of vague value, the quantitative relation between the disposal rate of urgent pollution accident and the emergency assurance index of urban water security is come into being,; Thirdly, taking Chengdu city as an applying case, different working conditions of the disposal rate of urgent pollution accident are designed, consequently, the water security assurance capacity on emergency of Chengdu city assessed, and also the evaluated results discussed. The study work in this paper can be an useful reference for the other resembled research for water security.
